It looks like some kinda steamer. It can certainly
be used without the strainer insert. It doesn't appear
to be two separate regular pans (like a double boiler).

It looks to me like a bialetti (stove-top espresso maker) but the main jug
part is missing. The jug should screw onto the ring that holds the mesh
filter in place and the lid goes on top of that.
