In New Orleans you can eat at Antoine's or anywhere else and see a live roach crawling up the wall. It's a fact of life in some places. I'm sure in Florida as well.

A food inspector here once told me that the health department wasn't as concerned about roaches as they were the temperature at which food was cooked and held and cooled and refrigerated. Yes, sanitation is extremely important, but roaches show up in clean places too.
