Default One Step - No Rinse Cleaner

When I got my first wine kit the guy tossed in something called
"One Step - No Rinse Cleaner". According to the label it cleans
with oxygen and rinsing is not necessary when sterilizing equipment,
bottles, etc.

What's the general feeling here? Is this OK? I keep hearing
about sterilizing with sulfite mixtures and then rinsing well so
I'm not sure if this is something I should be using.

Again, thanks in advance from the newbie.
