I purchased 4 55 gal white oak barrels from a winery they have been used
twice, What should use to clean them ??

That depends on how well they've been maintained.

If they're clean (free of spoilage organisms) gassed with SO2 and bunged
tight, all you need to do is rinse them with cold water, drain them and fill
them with wine.

Tom gives good advice.
I will go a bit further. If the barrels are not free of spoilage organisms,
gassed with SO2 and bunged tight, you really don't want to use the barrels
for winemaking.

We have good luck using our single use Bourbon barrels. They are freshly
dumped and require no washing.
If your barrels are fresh and have been emptied correctly they should be
OK. However it is my experience that wineries don't get rid of barrels
that can be used for another batch.
