Default Milk Clotting from vending machine

We have three vending machines which vend freshbrew, but recently we changed two and now the powdered milk is starting to clot and float in the tea - has anyone else experience this and can suggest a solution. We have had the water tested and no obvious differences. The machines are less than 6 months old and new Stentorfield Evolution machines. The ingredients do not give us problems on other machines or sites so we are stuck.

My guess is that the liquid- water or tea- is not hot enough (near
boiling) for the powered milk to liquify. Toci

If the water isn't different, and the tea isn't different, either the time
or the temperature have to be different. My guess is that the temperature
is too low.

There's usually some sort of agitation gadget to mix everything up, like
a sink aerator, and possibly changing the design of this will remedy some
of the problem. But if the water temperature is too low, it won't help.
