Default when did salmon and tuna become common in Japan

Two follow-up questions -
Is it true that otoro - the fatty belly cut of tuna - was not commonly
used until modern times (and then only because of a governmental
campaign to try to help nutrition)?
Is it not the case that salmon IS now ommonly used item in sushi and
sashimi in Japan? When did that begin - and why?
