It's my understanding that laws governing food handlers from restaurants to supermarkets to manufacturing plants are state and local (and some large chains - McD's, BK, IHOP, .... - have their own stronger rules used in weaker states). Hair nets or hair convering, disposable gloves, sanitization of utensils, etc. are part of the picture. Maybe Montrose has a law to prevent people from preparing food with their bare hands or the place voluntarily wants you to see that they are concerned about hygiene and your health? On a non-sushi note, I wonder what kind of training the deli staff have at the local supermarkets.
