The USE tax law isn't imposing a tax on the sale of the item.
It's imposing a tax on the IMPORTATION/USE/STORAGE
of the item into the state. That the state might allow a credit
for sales tax paid doesn't mean it's obligated to not charge
USE tax on stuff brought into the state.
