No, because in the 1970's german movies about treasure and artwork thieves, they show people walking in tee shirts and shorts in the alps while frost or ice is still on the ground.

Heck...I see that many winter days right here in Virginia Beast (correct
spelling)

Many very cold and windy winter mornings, I'm outside and dressed for
bear... arctic clothing and see neighbors walking their dogs dressed
like that.

They don't stay out long dressed that way though. Poor dogs get their
walks cut short. Once they poop, they get dragged back inside.
