We live, IMHO, in an overly litigious society. The problem is that, if
they _don't_ put CONTAINS WHEAT INGREDIENTS on the label as a warning,
someone who is allergic to wheat, has celiac, etc., could sue them,
claiming it was unreasonable to expect a consumer to read the
ingredients list. They'd bring up experts to tell how many, many
people have celiac disease, claiming it's _impossible_ not to know their
product could get at least some people very ill, and so it would go.

And they'd win outright or at least get a sizable settlement.

There ought to be a law against such laws and lawsuits.

So I don't think it's a federal regulation that they do this but rather
an attempt to be able to defend themselves when someone who shouldn't
eat their product _does_ eat their product and gets sick. It's not
sufficient just to say they listed all the ingredients. They have to be
able to say they were so concerned with their consumers' safety that
they put a big warning label on the package even though it only mattered
to a small number of people who could have simply accept responsibility
to read the ingredients label.

Just my opinion, your mileage may vary.
