Ducks will travel on land from one body of water to the next because
they have ducklings in train. They can't simply fly to the next
waterhole and that's when they are more likely to be seen crossing busy
roads.

Just a halfway house between two preferred domiciles. A rest stop as it
were! A manmade pond, unless well established, is unlikely to attract
ducks. They won't set up residence unless the pond can supply them with
necessities like food and decent shelter from predators. Manmade ponds
can often take years before they are completely established as wildlife
habitats.
