Default Do you need to boil Kidney Beans ?

All the instructions say that after soaking overnight, use new water
and boil for 10 minutes vigorously, removing the foam on top, then
for an hour or until tender. Is the 10min cooking and foam removal
part of making them less poisonous or just to make them more tender
and tasty?
