Most places in the U.S. seem to be charging about $3.25 per can, so I'm
assuming shipping fees and taxes make up the difference.

One place called the English Tea Store says that they ship to Canada via
UPS and include taxes in their price so that there's no additional fee
to pay on delivery. Has this person contacted them? They have a toll-
free phone number on their web site which should be good from Montreal.
