Default Blanc de Noirs question

Can anyone enlighten me about any rules governing what can be called
"blanc de noirs" Champagne (or sparkling wine)? Since all but Blanc de
Blancs contains Pinot Noir and/or Pinot Meunier, must a BdN lack any
Chardonnay? Is there an upper limit to the amount of Chardonnay that
can be in a BdN? And is there any difference in encepagement between
BdN and rosé Champagne?
