I don't know. I do know, though, that a blue ribbon has to have at
least 90 points -- they occasionally do not award a First Place ribbon
because no one scored well enough to warrant it. I don't understand,
though, how you can have a second place without a first place.
Likewise, I've seen empty spaces for other placings, too. Like, maybe
there's a first, but no second or third, then there is a fourth. Go
figure.
