It depends. Does he already have the commisary-health inspection-food
handlers permit-portable handwash sink/grey water collection-buisiness
licenses, etc in place, or will he need to do this as part of this one
outing? Napkins, food containers for guests, wet wipes, condiments, cost of
fuel for the cooker, etct. Not to mention the cost of gas just to get there
and back is anyone's guess at this point

I guess the thing is this --- you haven't told us what the cost of goods
will be, so it would be impossible to give you even a ballpark figure.
