There will always be unscrupulous vendors and inattentive shoppers.
Sadly the FDA has dropped the food safety and adulteration ball so
these days you have to be your own food safety agency.

That's ok - in fact it was probably always up to the consumer to assure
the quality of their own goods. FDA enforcement actions are usually
late in coming and often completely voluntary as well.
