Sad but true. There are a lot of people like that. In any large group of
people there always seems to be at least one person or one couple that
does it. They won't leave tip, don't pay enough to cover taxes,
sometimes not even enough to cover their bills, and they do it all the time.

Cheap Bob was notorious for stuff like that. I missed the night that
he got a comeuppance, but I heard about it from the people who did it to
him. He had gone out drinking with three other couples. They guys were
taking turns buying rounds. Bob would always be there when the waiter
came to take their orders but would then slip away to the washroom
before the came and had to be paid for.

When time came for last round, they all ordered expensive drinks, but
when the waiter came with them they asked him to come back when Bob
returned, explaining about him mooching all night. After Bob came back
from the washroom the waiter came back to get the money. Everyone
pointed to Bob and said "He's paying." and the waiter commented that he
had not paid for a drink all night.
