What price point are you looking for? This will help narrow it down.
My recommendations:

The Pink Pearl on Spadina at Dundas is a very popular local dim sum
spot.

The Pearl in Queen's Quay (a shopping archade/theatre/condo complex on
the city's waterfront) on Queen's Quay (the road) has excellent
nouveau Hong Kong style cooking. Was there with a group for a New
Year's Banquet - just enough to fill you up, served in a multitude of
courses.

Plenty of noodle shops on Dundas just east of Spadina, and lots of the
cheap/good/fill'erup spots in between.

Can't paricularly name "The Best" - this city has so many restaurants
and I have so little time.

"The Best" (as in upscale and expensive) tend to be up in Newmarket
and Unionville, northern Toronto suburbs where many Hong Kong chinese
have settled.
