Default White Wings

Out of curiosity, I'm seeking discourse upon the origin of a currently
popular "party"/"finger" food, "White Wings", a core of a bit of jack
cheese, a strip of jalapeno, wrapped in a chicken "tenderloin"/strip, all
then wrapped in bacon, secured with a toothpick and deep fried.

Does it arise from "rumaki"(sp?), another party food, a chicken liver
encasing a slice of water chesnut, wrapped in bacon and fried, or
perhaps the old Western appetizer of a dove breast wrapped in bacon and
grilled over coals?

Opinions or actual fact-based comment sought....
