Default all of a sudden my steamer is overflowing .........why ?

I did some fish an broccoli in my 3 tier steamer usin only the bottom
section in place an the bugger kept over flowin. The base was filled
jus below max like usual the water was comin up into the food should i
have used less water for only 1 tray in place instead of the usual 3.

In the end I had to put in an empty tray to take the food out of the
bubblin up water an mop up the mess

What am I doin wrong ???????

I await your exalted comments with the usual awe and marvel.

Answer two questions:

If you filled it only halfway with water, how many inches of water would be
in the thing?

and

How long does it take to steam everything?

There's your answer. I doubt that 1.5 inches of water is going to evaporate
in 10 minutes. If you want a little insurance during the process, keep a pot
of extra water boiling on another burner, so you can add more to the steamer
if necessary.
