Stewing chickens can be steamed to overcome being touch and lacking
fat. If they managed to find hamburger that's still tough after
being ground, I shudder to think. If they are trying to retain
every gram of fat, well fat does intensify the flavor and if they
start with ultra-lean beef ...

Maybe the buns are steam baked. There are steam baked styles of
bread that taste fine.
