Default tough biscuits

I'm looking at a mystery from the UK (Midsomer murders "The Killings of Copenhagen Pt I). A woman kind of slurred her speech and instead said "tough biscuits (I think). Does the term 'tough biscuits' mean something similar to "go to hell" in American English?
