They make a good point. Very rare, but that has happened in my house
too. Typically, we have very little wast. I abhor waste. I don't mind
spending premium prices for premium products, but waste in painful. I
guess that is a good thing. They claim 40% is wasted. I bet my house
is closer to 2%.

40% is totally bogus. The people doing those studies are eco freaks
with an agenda.

Next thing you know someone will tell us every man, woman and child are
all using 3 plastic straw per day, every day of the year.

I don't waste much. When I buy fresh fruit or veggies it's with the
intention of using it within a few days. Some things store better than
others. If I know it won't be used quickly, rather than let it rot and
throw it away, I freeze it before it gets to that point. I'm not
perfect by any means but I do try not to waste food.

Is it considered wasting if you throw it out the window for animals to eat?

Yes if you do it consistently and they are wild animals who would
normally forage and find their own food that did not require
transport, packaging etc.

That depends if it's your intention to create a rat plague.

I would consider it waste, too. I don't see a reason to toss human food
out in the yard if there is plenty of natural food for them to find.
Which, where I live, is most of the time.
