Default How much frozen vodka to how much Rose's lime?

OK, it's not really frozen, just stored in the deep freezer and looks
thick and a bit syrupy.

2.5 oz Vodka to .5 oz Rose's sound about right? Will it need any Bitters?

There's no good answer to your question because it completely depends on
your personal preferences. The proportions you mention *could* work, but I'd
prefer more lime juice (mainly because I'm not all that fond of extremely
alcoholic drinks.)

When I've got vodka that cold I like to add black pepper, salt, and cucumber
puree.
