It sounds good in theory, except that you're often dealing with people
who dropped out because they were not interested in education.

Aren't they being used as cannon fodder in Iraq? Wars can be very
convenient in turning a potential criminal and worse, a ne'er-do-well, into
a "hero of the united states" (tm applied for).
