Bush and Obama certainly made/is making an effort to do it. For
that matter, so did every president in the last 50 years. And
California at one point was unable to pay its employees in cash.
Governments certainly can go bankrupt, and if they can ****, they
can also get a sexually-transmitted disease.

The sales of General Motors are far from zero. The customers are
the people who DID buy from them, and those people have a far more
favorable opinion than those that don't.
