The stuff you get at the in-store water dispensers is typically "reverse
osmosis" filtered city water. Same for much of what is sold in bottles,
as you mentioned. You've got to read the label to see what's in the
bottle.

And even at the "cheap" $.25/gallon they're making a good profit, given
what they pay for their water supply, and keeping in mind that,
depending on the RO filter they're using, a gallon of city water could
be going down the drain for every gallon that ends up in a jug.

If it's billed as "spring water", it pretty much has to be "sourced"
from some sort of natural spring, although if a town has a spring as its
primary water source, a water bottler could simply turn on the faucet,
fill the bottles, and be covered.
