REQUIRED BY THE CONSTITUTION (GO READ IT SOMETIME). CONGRESSIONAL DISTRICTS
ARE DRAWN BY THE CENSUS. THERE IS ONE REPRESENTATIVE FOR X NUMBER OF
CITIZENS.
