A cup for measuring liquids is plastic, or glass.... clear... so you can
look through it and see the meniscus (the bottom of the "u"). Cups for
measuring liquids generally have a spout of some sort. The measuring
line is below the spout.

A cup for measuring dry items can be just about anything, but doesn't
need to be clear. The measuring line is all the way at the top, when
the measure is filled. This is so you can take a knife or spatula and
level off the item being measured.
