Try this route and see if you can work around it.

Go to: http://www.google.com/

click on sign in

click on create an account now, fill out the boxes.

At that point, it should create your account. I did not go any further
because I do not want to create a new identity there. To this point,
they are not asking for a lot of information.

Hopefully that will get you around the sms registration and not bog
you down elsewise.
