Sounds like the vinegar "Mother"... Its supposed to be there, and it
is what makes vinegar. The vinegar is good.
A lot of really good vinegars will have this eventually, if not to
begin with.

Do a google search on vinegar mother, and it will give you a lot more
information than I can.
