Yes. The hurricane is expected to make landfall between Galveston, Texas
and the Texas/Louisiana border. That means that the eye of the hurricane
should hit in that location. The eastern edge of a hurricane is more
powerful/dangerous than the western edge. The eastern edge is what will hit
Louisiana. Even if the eye doesn't hit Louisiana, they will get lots of
rain and possibly tornadoes. The levees around New Orleans can only sustain
up to 3 inches of rainfall before they are expected to fail.
