Ground mustard will provide flavor, but not the interesting
crunch/texture of the seeds. In fact, if the seeds are whole in the
rub recipe, their flavor might not be be soaking into the meat very
much during cooking. I'd use a much smaller (4-5:1) amount of powdered
than seeds.
