Or fireworks. Because in the case that coined that phrase, the kids
were lured into a buggy with the promise of fireworks, not candy.
When the kids were offered candy by the same men a few days earlier,
they refused the offer (and the ride).

Hence, there's also a saying amongst child molesters: "Don't offer
candy, offer fireworks".
