Trump's MO is to cosy up to someone and love bomb them to gain their
confidence to get his own way.

If that doesn't work Trump turns on them, creates a false narrative and
then attacks them, but only if they are weaker.

Maybe such crude power-plays work in real estate where you screw
someone and walk away but it isn't effective in government.
