Sure, if you define "communism" in a very weird way.

There's a pretty generous income cap. My retired husband and I
fall below it, so we got the full payments. The combined total of
the three payments will cover the new cabinets and maybe the
garbage disposal.

The idea is to give a _lot_ of people some extra money so they'll go out
and spend it. There were additional expanded unemployment benefits
for those in industries that were stricken by the shutdowns. My
military-industrial complex job was deemed "essential", so I've been
working right along.
