Default Tomatoes - faulty measurements?

Let's approach this another way. It doesn't matter how many tomatoes
are in a can.

Suppose the recipe calls for medium tomatoes (it didn't specify).
18 tomatoes would be 6 pounds. 6 pounds is 108 ounces.
108/28 is around 4.

Canned tomatoes typically contain added juice or puree, so 4 cans might
be too many (as you discovered).

Life is a story problem.
