They have grilling areas, just not 'where ever you want to bring your
own'.
Fires, no but plenty of our campground areas have calderas for beach
fires. Keep in mind this is a tourist spot, similar in ways to
Waikiki. The sands would get all messed up if everyone as allowed to
start a fire where ever they wanted to, then they'd dup sand on hot
embers and folks not knowing, would burn feet on them. I know of no
public beaches anywhere, that allow building your own fire 'wherever
you want on the public beach sand'.
