In Ontario it is an offense snow and ice has accumulated in a manner
that would pose a danger to other motor vehicles on the highway if the
snow or ice were to fall or slide off. I am not sure a layer of powdery
snow blowing off the back would warrant a charge. A bigger problem is
snow and ice on big semi trailers. When those things are cruising along
at highway speed there can be huge slabs of ice that shake loose, get
picked up by the wind, hover in the air for a moment and then fall on
vehicles behind.
It is hard for drivers to get up on top of trailers to do that. The
roofs are no made to support people walking on them and a lot of
companies forbid their drivers walking on top of the trailers. There
have been some things built to scrape the snow and ice but they are
pricey and need someone to operate them and to dispose of the snow and
ice that is removed. It would be a costly venture for someone to offer
for free for customers, and something most would not be willing to pay for.
Personally, I keep a long way for tractor trailers in highways in the
winter.
