I'd say "yes".

I bought by first "frozen TV dinner" (in years!) and nuked it last night. It was
still frozen, even though I nuked it fer the recommended time (plus a
few seconds for "old" microwave. I musta nuked it fer 2 mins above
what is recommended (Banquet mac n' cheese).
