If the neighbor is a good looking woman or man, depending on one's
persuation I'd say that's perfectly normal behavior... the person
being peeped on may even consider it commendable behavior.
If someone is in their bathroom with their window wide open in clear
view of the windows accross the way one could say the one being peeped
on is hoping to be peeped on. Normal people are quite aware that they
are making it easy to be peeped on. When I was 13 years old I'd visit
a school chum who lived in an apartment building. Bathrooms and
bedrooms were all one above the other. I showed him how to make a
periscope from a cardboard tube and mirrors. We painted our tube
black so it was nearly invisable at night, the apartment above was lit
up like a circus midway. We spent months peeping on the pretty lady
above. One day she moved and an old man moved in, fun was over.
