HOA in his case is a simile. He probably doesn't have an HOA, per se,
but there are *ordinances* to comply with in his neighborhood. He said
so himself, he couldn't get an "Occupancy Permit" until he changed the
paint. Obviously there are rules he wasn't aware of. Call it what you
want (HOA or not), now he has to repaint.
