Default Question about a recipe

I found this simple recipe for beef stew which I'd like to try but I have one
question. Should the meat be browned first? Here's the recipe:

Ingredients:

5 cups fresh chopped stew vegetables (potatoes, carrots, onion, celery)
3 cups water
1 package McCormicks Beef Stew Seasoning
2 pounds beef chuck or stew meat, cut into 1 inch cubes
1/4 cup flour

Directions:

1. Combine vegetables, water and seasoning in the crock pot.
Coat beef with flour and stir into ingredients in stoneware.

2. Cook on LOW for 7 to 8 hours or on HIGH for 5 hours or until beef is tender.
