This sounds like a student of Boren, who fostered the Bofofomosu
Boren formula for monetary success. The path to profundified
grantification.

Lots of us old time engineers know about it. Basically a manual for
how to use bluster and bullshit to obtain gov't grants for bullshit
research into meaningless or trivial subjects.

Some of us refused to go along with the Boren Formula. If you did,
