In the US it varies by State. In South Carolina an employer with
employees who earn tips only needs to pay them $2.13/hour. However, if
you don't earn at least $5.12 an hour in tips, your employer must pay
you the difference (up to the Federal minimum wage of $7.25/hour).

Tips are considered taxable income. Even if you happen to excel as a
server and make great tips, given a base pay of $2.13 it still likely
doesn't amount to much.
