Perhaps it's the fact many WWs only are planned fer five yrs.

The tax laws (fer WW) are a 5 yr plan. WW get's tax breaks fer 5 yrs,
each a little less than the yr before. WW retaliates by closing the
first store and opening yet another ww.

They were trying to do that in Livermore CA, about the time I left.
They were gonna close the original WW and open a new "super" WW about 2
miles away (w/ new improved tax plan).

It's the reason many new towns are now voting against WW.
