Somewhere not far south of me, there was a story about a missing dog,
it was found, tied to a tree, no food/water, and a guy was beating it
with a shovel.

I didn't have to read another word to figure out, the idiot owners
left it in the yard to bark and bark and bark and ... geez people,
SHUT UP YOUR DOG. Sure enough, the neighbor was the culprit.

Before anyone gets huffy, NO I don't think what he did was right, it
was terrible, of course. But I do know that a dog that barks
incessantly can make you temporarily insane. It's maddening. All
the letters written about it are condemning (correctly) the neighbor,
no one is saying, why do the other people have a dog and just leave
it in the yard to irritate the entire neighborhood. I think that's
abuse.
