Having spent time around cows and horses, I would say that cows are
worse. Some horses chew fence rails. Given that the horse I dealt with
were hunter jumpers, I am surprised that they didn't just jump the
fences and take off, but they seem inclined to jump that high only when
they had a rider to spur them on. Cows often lean on fences and break
them. I used to spend much of each summer on a friends farm. They
boarded herds of different types of cows over the years, and fence
repair was a near constant chore.
