Looks like a nice recipe. Sopapillas should puff up, there should be
air in the middle. Cook them until they are the color of donuts. My
mother cooked these when I was a child and I have made a lot of them
over the years. They are meant to be a dessert but I have cooked them
for breakfast. I sprinkle them with a little powdered sugar and I serve
them with honey. Never heard them called a cookie before. They are
more of a pastry.
